BEFORE YOU START

Work on a staging copy when changing settings. Use invented test addresses,
not customer details. Write down the shipping policy you intend to offer.
Keep the products and address fixed while changing one setting at a time.

Tax enabled? Are displayed cart prices inclusive or exclusive of tax?
Change being tested:

For each test, record:
- Products, quantities and shipping classes (including variation if relevant).
- Destination country, state/province and postcode.
- Cart amount and coupon; check whether the minimum uses the discounted amount.
- Expected zone, exact shipping option and price.
- Actual zone, option and price before and after the change.
- Pass, differs, or could not complete. An incomplete test is not a pass.

ZONE TESTS

[ ] First postcode inside the narrow zone.
[ ] Last postcode inside the narrow zone.
[ ] One postcode immediately outside it.
[ ] One destination that should match a broader country zone.
[ ] One destination with no custom zone: confirm whether fallback is intended.
[ ] One destination you deliberately do not serve: confirm no delivery is offered.

WooCommerce uses the first matching zone. A matched zone with no usable method
does not borrow methods from a later zone or the fallback. Check that zone's
methods before changing a price elsewhere.

FREE-SHIPPING TESTS

[ ] Just below the minimum (for example, 74.99 for a 75.00 minimum).
[ ] Exactly at the minimum.
[ ] Just above the minimum.
[ ] Repeat with each coupon that should affect eligibility.
[ ] Check whether paid delivery should remain available below the minimum.
[ ] Check the setting that hides other rates when free shipping is available.

Use the smallest currency unit configured in your store. Tax display and the
before/after-discount setting can affect the qualifying amount. Write down the
amount your rule actually uses instead of assuming it is the product subtotal.

PRODUCT AND CHECKOUT TESTS

[ ] One physical product, then the mixed cart that previously failed.
[ ] Each relevant shipping class and quantity.
[ ] An entirely virtual cart: no shipping choice is expected.
[ ] A downloadable but non-virtual product, if your store sells one.
[ ] Same products, coupon and complete destination in cart and checkout.

CONFIRM THE FIX

[ ] Repeat the originally failing cart and address.
[ ] Repeat a neighboring cart/address that was already correct.
[ ] Confirm the exact option and price, not just that something appears.
[ ] Turn off temporary shipping debug mode after the check.
[ ] Save the results and rerun the same list after the next store change.

LIMITS

Shipping-calculation tests do not prove that your theme, address form, payment,
complete checkout or live carrier works. Test those separately on staging using
your payment provider's test mode where appropriate. Never replace a known-good
expected result merely because the latest result differs.
